Community Development

The mission of the Community Development Department is to promote smart, inclusive, and diverse economic development in the Village of Windsor. The Department administers building inspection, planning, zoning, code enforcement, and community development activities through the implementation of the Village’s Code of Ordinances, Comprehensive Plan: 2035, Comprehensive Outdoor Recreation Plan, and Official Map.

Community Development Director
Oversees building inspection, planning, zoning, code enforcement, and community development in the Village, including administration of the Code of Ordinances and adopted plans. Leads long-range planning, policy development, and complex development projects, and coordinates activities across departments and external partners.

Planning & Zoning Specialist
Manages day-to-day planning and zoning activities and serves as the primary point of contact for zoning and development questions. Coordinates development applications, prepares staff reports, and manages Plan Commission materials. Conducts zoning compliance reviews, supports code enforcement, and provides guidance on ordinances, procedures, and land use regulations.
