The mission of the Community Development Department is to promote smart, inclusive and diverse economic development in the Village of Windsor. 
 
The Community Development Director is responsible for the overall operation and management of building inspection, planning, zoning, code enforcement, and community development matters in the Village through the administration of the Village’s Code of Ordinances, Comprehensive Plan:2035, Comprehensive Outdoor Recreation Plan and Official Map.
 

 

 DeForest-Windsor Small Business Grant

Welcome to the Small Business Grant (SBG) Program page for the Village of DeForest and Village of Windsor. The SBG Program is designed to support the growth and vitality of small businesses in key areas identified for infill, redevelopment, and agricultural preservation. Whether you're an existing business seeking to reinvest in your space or a new venture planning to establish roots in our communities, the SBG provides critical funding for interior buildouts, exterior improvements, and other eligible project work. This program reflects our Communities’ shared commitment to small business growth.

 The Village of Windsor has a total of $31,000 in grant funds to award for 2026.
